Destination INI problem

I have a program that is setting controls in the Destination INI file. It works on PDF Driver 6.51 and on 7.84 but it does not appear to work on another computer where your newest PDF Gold was downloaded last week.

Have the INI settings changed? I am trying to append one output to another one by setting the FileExistRule= 4.
